Resolving .NET path issues when installing vRA App Services bootstrap

UPDATE: Much as I tried to get this to work with Windows Server 2012 R2, it won’t.  You need to install .NET 2.0/3.0 on Windows Server 2012 R2 in order to get the bootstrap service to work.  It will install everything properly but I was unable to get the Windows service to actually start without .NET 2.0/3.0.
